With vmware they create many virtual computers on one set of physical hardware. Your are then allowed to restart particular session or computers with out physically restarting the hardware that all of the sessions run on.

Perhaps how your VPS account was set up.
Thanks for the explanations. I could never know that. I did a host name change there that's why I need to restart that but I didn't know that there are virtual servers or computers.
